People who purchase an STL 50/50 raffle ticket or who receive an STL 50/50 raffle ticket in any manner agree to be bound by these official rules and by the decisions of Givable, which shall be binding and final as to all matters related to each STL 50/50 raffle.
The Official Rules should be read before ticket purchase or after receiving a ticket in any manner. By participating in the STL 50/50 raffle, you agree to follow these Official Rules.
Beginning December 1, 2020, Givable will conduct one (1) raffle every month. Each STL 50/50 raffle will begin at 8am Central Standard Time on the first day of each month a raffle is being held and end at 12pm on the last day of each month a raffle is being held. Givable reserves the right change the start and end times of a raffle at any time. Any changes to start and end times of a raffle will be posted in the official rules page of the stl5050.com website. Any raffle taking place prior to December 1, 2020 will be subject to a start and end time and date that is communicated by Givable on stl5050.com. Any organization that uses Givable’s 50/50 raffle service outside of an official monthly STL 50/50 raffle will have their own rules and the organization that uses Givable’s service will be responsible for communicating those rules to their raffle participants.
The drawing for each raffle will be held within 24 hours of the end of the raffle. Givable uses an algorithm created and managed by third party software developers to automatically generate ticket numbers and select winners. Givable does not have any direct way to choose a raffle winner or winning ticket numbers.
You may enter the STL 50/50 raffle in two (2) ways as set forth below. Givable reserves the right to change the number of tickets offered per dollar amount prior to any raffle.
1. In-Person: Raffle tickets will be available for purchase at events or other public places Givable has a presence. These tickets will be available for purchase using a point of sale system managed by Givable or representatives of Givable. Tickets will be delivered digitally to the ticket buyer’s email address. No paper tickets will be issued.
2. Online: Visit stl5050.com and follow the directions to purchase an STL 50/50 raffle ticket. To be valid, a raffle ticket purchased on the STL 50/50 website must be downloaded from the website or the email address used to purchase the ticket and printed by the eligible entrant at the time of purchase.
Givable may provide free promotional tickets to individuals, organizations, and/or businesses in order to promote the raffle to more people.
Only residents of Missouri are eligible to win the STL 50/50 raffle. The STL 50/50 raffle is void outside of Missouri wherever prohibited by law.
Entrants seeking to purchase STL 50/50 raffle tickets must fully complete their purchase using the procedures specified on the checkout page. All ticket purchase requests are subject to verification by Givable, and no sale is final until the ticket purchase order is accepted by Givable.
Entrants must be at least 18 years old.
All entries for a particular STL 50/50 raffle must be received during the applicable raffle period. In the event of a dispute as to the identity or eligibility of any potential winner based on an email address, the winning entry will be declared made by the “Authorized Account Holder” (defined below) of the e-mail address submitted at the time of entry provided they are eligible according to these official rules. The “Authorized Account Holder” is defined as the natural person to whom the applicable Internet service provider or other organization (such as a school or business) has assigned the e-mail address for the domain associated with the submitted email address.
The person with the winning numbers for the STL 50/50 raffle they entered and is deemed eligible in accordance with the STL 50/50 official rules will receive 50% of gross sales of the raffle. The remaining 50% of gross sales will go to a beneficiary 501(c)(3) nonprofit located in the St. Louis area that is featured for the raffle as an unrestricted donation. Givable will give raffle winners the option to donate a portion or all of their winnings to the beneficiary 501(c)(3) nonprofit or to Givable to further support their missions.
Winners of an STL 50/50 raffle may be required to submit tax paperwork in accordance with federal, state, and local law. Givable may be required to withhold taxes for the winners of an STL 50/50 raffle in accordance with federal, state, and local law. IRS Notice 1340 dated March 2005 states:
A person receiving gambling winnings must furnish the exempt organization a statement on Form 5754 made under penalties of perjury stating his or her identity and the identity of any others entitled to the winnings (and their shares of the winnings.) When the person receiving winnings is not the actual winner, or is a member of a group of two or more winners on a single ticket, the recipient must furnish the exempt organization information listed on Form 5754, Statement by Person(s) Receiving Gambling Winnings, and the organization must file Forms W-2G based on that information. The organization must keep Form 5754 for four years and make it available for IRS inspection. (See the specific instructions for Form 5754 for more information.)
Regular Gambling Withholding: An organization that pays raffle prizes must withhold 25% from the winnings and report this amount to the IRS on Form W-2G. This regular gambling withholding applies to winnings of more than $5,000. If the organization fails to withhold correctly, it is liable for the tax.
Example: Lou purchased a $1 ticket for a raffle conducted by X, an exempt organization. On October 31, 2004, the drawing was held and Lou won $6,000. Because the proceeds from the wager are greater than $5,000 ($6,000 prize minus $1 ticket cost), X must withhold $1,499.75 ($5,999 x 25%) from Lou’s winnings. If X fails to withhold $1,499.75 before distributing the prize, X is liable for the withholding tax.
There may be consolation prizes for each raffle that are provided by Givable or a sponsor of the raffle.
Winner will be required to sign a document stating they are a resident of Missouri and eligible to receive any prizes associated with the raffle.
Winners of an STL 50/50 raffle will receive a check in the mail within approximately 6 weeks after the winner’s required paperwork is received by Givable. Winner may also opt to turn in required paperwork and pick up the check at Givable’s corporate office at 2127 Innerbelt Business Center Drive, Suite 200, St. Louis, MO 63114.
The odds of winning an STL 50/50 raffle are dependent upon the number of purchased tickets and the number of free promotional tickets issued for the raffle.
The winner(s) for each raffle will be posted at the date, time, and website location specified on the ticket.
The ticket holder does not need to be present to win the raffle.
Givable employees are excluded from winning an STL 50/50 raffle.
Givable will use the licensed third party software or another random number generator service to select the winner(s) of each raffle. The winner selection will be recorded using a video screen capture and will be saved for our records and any potential third party auditing of the raffle that may occur in the future. The winning ticket numbers will be posted on the website location designated on the ticket. Givable will contact the winner(s) directly to confirm they are eligible to win, ask if they wish to donate any portion of their winnings, and ask if they wish to remain anonymous or have their name and picture posted on websites and social media sites owned and managed by Givable.
